Somali Prime Minister Calls for Global Cooperation Amid Challenges at UN General Assembly

Prime Minister Hamza Abdi Barre of Somalia addresses the general debate of the General Assembly’s seventy-ninth session

United Nations, 27 September 2024 — In a powerful address to the UN General Assembly's seventy-ninth session, Prime Minister Hamza Abdi Barre of Somalia presented a clarion call for transformation in the face of today's multifaceted challenges, including transnational conflicts, humanitarian crises, and the looming threat of climate change.

In line with this year’s Assembly theme, Prime Minister Barre framed these pressing issues as “opportunities for transformation” that require “closer cooperation, collective resolve, and an unwavering commitment to the principles of humanity and multilateralism.”

During his speech, Barre condemned the escalating humanitarian crises in Sudan, Gaza, and Ukraine, urging the international community to take decisive action. He denounced the ongoing violence in Sudan, which has displaced millions and caused severe food insecurity, advocating for a cessation of hostilities and the protection of civilians.

Turning his attention to Gaza, Barre remarked, “The ongoing conflict has not only destroyed the physical infrastructure of Gaza but has also crushed the hopes of an entire generation.” He called for an unconditional ceasefire and the lifting of the blockade, promoting a political solution that respects Palestinian rights.

On the situation in Ukraine, the Prime Minister emphasized the necessity for adherence to international humanitarian law and the importance of dialogue to achieve a sustainable resolution and prevent further escalation.

Barre did not shy away from addressing regional threats, particularly Ethiopia’s actions, which he characterized as violations of Somalia’s territorial integrity. He condemned Ethiopia’s attempts to annex parts of Somalia, appealing for international support to safeguard Somalia’s sovereignty.

Moreover, the Prime Minister spotlighted the crucial need for sustainable funding for peacekeeping efforts in Somalia, particularly the contributions of African Union forces in combating terrorism. He urged the international community to explore innovative funding solutions to ensure the success of these missions.

Climate change was another focal point of Barre’s address, as he highlighted the severe impacts on Somalia, such as recurring droughts and floods. He criticized the complex bureaucratic processes that hinder vulnerable countries from accessing international aid, advocating for simplified access to funds to help nations build resilience against climate challenges.

In his remarks, Barre also called for reforms in the UN Security Council, endorsing the ‘Ezulwini Consensus’ for a more inclusive Council that reflects current geopolitical realities. He emphasized the need for reforms in international financial institutions to create a more equitable global economy, insisting on accountability and transparency.

Despite the challenges, Barre celebrated Somalia’s recent milestones, including the completion of debt relief and accession to the East African Community. He highlighted Somalia's potential for economic growth, citing its abundant natural resources and strategic position for trade.
